Clean water and accountable local government for Harare residents

The Harare Residents' Trust brings residents of Harare, Chitungwiza, Epworth and Ruwa together to speak up about water, sanitation and council services.

Who we are

The Harare Residents' Trust (HRT) is a residents' organisation founded in 2008. We work for more citizen participation in local government, so that decisions about water, roads, rates and services are made with residents, not for them.

Our work is rooted in communities. Residents, volunteers and community structures in the wards tell us what is happening on the ground, and we take that evidence to council, to government and to the media.

What we stand for

  • Council leaders and service providers who answer to residents
  • Officials who listen and respond
  • Open dialogue between council, service providers and residents

What we do

Monitor services

Our Water and Sanitation Barometer records what residents experience with water, sewer, toilets and refuse.

Speak up

We raise residents' concerns on the city budget, water billing and meters, and how council is run.

Bring people together

We hold community meetings and help residents meet their councillors and officials.

Train residents

We help residents understand their rights and how local government works.

What goes into a water report

Tell us how many days you had water, where you get water when taps are dry, and about burst pipes, wetlands, public toilets and refuse in your area. It takes about five minutes, and you do not need to give your name.
